CHAI, in partnership with its India affiliate, William J Clinton Foundation (WJCF), works in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States- levels on an array of high priority initiatives aimed at improving health outcomes. Currently, CHAI works across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis-C, tuberculosis, cancer, and immunization.

Tuberculosis Program: Private Sector Engagement Overview

India has the highest burden of Tuberculosis (TB) in the world, accounting for more than 27% of the global TB incidence. Of the 2.8 million annual estimated incidences, more than half access diagnosis and care in the private sector, where there are significant gaps across the care cascade because of diagnostic delays, irrational and non-standardized regimens and catastrophic health expenditure to patients. To spur scale up of continuous, end-to-end engagement and quality care to all patients, CHAI set up Patient Provider Support Agencies (PPSA) through Project Joint Effort for Elimination of Tuberculosis (JEET) under the guidance of the National TB Elimination program (NTEP) across seven states. In the past two years, CHAI has supported over 250,000 patients access quality care and treatment support through the project.

Role Overview :

CHAI is setting up a new initiative, Integrated Approach Towards TB elimination (IATTBE) project based out of Durg at Chhattisgarh with the aim of expanding the reach of PPSA to not only increase case detection but also early diagnosis. The care-seeking pathway for TB symptomatic patient are complex and subjective with pharmacies and informal health providers sometimes being the first point of contact, leading to diagnosis and treatment delays. IATTBE aims to address these gaps by setting-up effective, sustainable and scalable pathways to strengthen existing systems to extend quality TB diagnosis and treatment to patients seeking care in the private sector.

CHAI is seeking a highly motivated, results-oriented individual with strong problem-solving skills to lead the project operations at Durg. The District manager (DM) will be overall responsible for the strategic approach and implementation of the project activities on the ground. He/she would be expected to hire and manage field team, build relationships and engage the private providers such as Doctors, Chemists, Laboratory, AYUSH and Informal providers. The role will require the DM to Map providers, create and follow the Doctors engagement plan, build relationship with Providers and ensure service availability and uptake by the providers, monitor and review program while ensuring regular co-ordination with District NTEP team.

The District Manager will report to the Program Officer and supervise 6-7 field staff.

The ideal candidate must be strong in problem-solving, with understanding of the Drug's geography and private providers. The DM should be able to adapt to the differing needs of the program and have a strong commitment to excellence and passion for serving the vulnerable communities. Responsibilities :

- Manage overall program operations in Durg, Chhattisgarh

- Select and supervise Field Officers who will work in Durg, Chhattisgarh

- Set up operational processes within given timelines

- Develop field level strategies in alignment with overall project objectives and ensure communication and alignment with field team

- Ensure process adherence and timely data reporting by Field Officers

- Assist field teams in engaging doctors, chemists and AYUSH providers on the program

- Identify and resolve field-level challenges related to identified health care providers - formal and non-formal as well as chemist engagement with the program

- Analyze district wise performance and provide inputs to Field Officers

- Analyze and review the performance of the state against the set targets periodically and communicate the same to NPMU

- Support the Program Officer to facilitate engagement for public-private partnership in the State

- Liaise with STOs and DTOs to ensure effective partnership with the public sector for delivery of commodities

- Identify training needs for region and organize the same in coordination with NPMU

- Assist the Program Officer in preparing programmatic reports for the state on monthly/quarterly/annual basis and share them with NPMU

- Routinely monitor, compile and synthesize data to ensure optimal implementation, and effectiveness of program interventions

- Ensure communication and alignment of activities across government and partner stakeholders' efforts and

across other CHAI programs in India to ensure coordination and successful execution of the program

- Perform other responsibilities as requested by program leadership.

Qualifications :

- Graduate/Post-graduate in Science, Pharmacy, Business Administration preferred

- 5+ years sales experience in a renowned pharma/diagnostics/medical devices organization with at least 2 years of experience as Regional Manager

- Must have managed a team of at least 10 personnel

- Exposure of a major product launch, a new division Launch or new geography launch will be preferred

- Excellent project management/implementation skills; ability to achieve project deliverables as per project objectives

- Experience in working in Durg/Chhattisgarh preferred

- Willingness to travel if required and at short notice
